Idaho: Guilty Plea in Horrific Murder of Refugee Child

Imagine the horror!  A refugee family was celebrating a child’s third birthday in Idaho’s refugee capitol city of Boise and a knife-wielding madman arrives and kills the birthday girl and injures other adults and children.

Ruya Kadir murdered at her third birthday party.

The horror happened in 2018 and I reported it here at Refugee Resettlement Watch. Unless you were a regular reader of RRW, you probably never heard this story.

Initially everyone assumed that Timmy Kinner was too mentally impaired to stand trial.  But you will see here in the latest news on the case that a trial was scheduled after it was determined he knew what he was doing.

Julianne Donnelly Tzul

There is relief all around that he has plead guilty and the spectacle of a trial has been avoided.

The refugee resettlement agency that placed the family in Boise is especially relieved saying it would be hard on the family.

Kinner’s plea deal will prevent a potentially lengthy and difficult trial for the victims, according to Julianne Donnelly Tzul, executive director of the International Rescue Committee*** in Boise.

The IRC’s relief is understandable.

It is not a good look when a refugee contractor whose whole supposed mission is to rescue poor people from third world dangers then places them in dangerous neighborhoods in America.

Diversity is strength—NOT!

Over the years, I have noticed time and again that somehow these naïve refugee contractors think that everyone is going to magically get along in a mythical American melting pot. But, I digress.

Guess who else is saved from such a trial—the whole BLM media establishment.

Here is the latest at Fox News:

Idaho mass stabbing suspect Timmy Kinner pleads guilty to murder of girl, 3

Timmy Kinner, a suspect accused of killing a 3-year-old little girl at her birthday party, and wounding eight others during a stabbing rampage in Boise, Idaho, nearly three years ago, has pleaded guilty to several crimes, including first-degree murder.

Kinner pleaded guilty Tuesday to one count of first-degree murder, eight counts of aggravated battery, two counts of aggravated assault, and one count of use of a deadly weapon, according to the Ada County Prosecutor’s Office. The pleas were entered as part of a stipulated plea agreement, court records showed.

Kinner was arrested in 2018, accused of attacking nine people during the birthday party of Ruya Kadir at a Boise apartment complex. Ruya died from her injuries and eight other people, including five children, were wounded during the attack.

Refugees want the death penalty….

On Tuesday, Anmar Lafta, who is related to some of the stabbing victims, said he wants Kinner sentenced to death, according to the Idaho Statesman. However, it was unclear if his plea agreement will keep that option open.  [Surely there will be no death sentence! Taxpayers will be praying for the creep for decades!—ed]

“What he did to children, to the family, he broke family hearts and he killed children. Those people should go to death without even thinking about it,” Lafta said. “… They’re not adults, they hadn’t seen life yet. They ran away from war to come here, and look what happened to them.”

Kinner was ruled incompetent to stand trial for several months after his arrest. Attorneys for Kinner argued that he suffered from “mental conditions” which impaired his decision-making skills and the ability for them to defend him, Boise’s KTVB-TV reported. Despite those arguments, he was declared mentally fit to stand trial in October 2019.

[….]

Kinner’s plea deal will prevent a potentially lengthy and difficult trial for the victims, according to Julianne Donnelly Tzul, executive director of the International Rescue Committee in Boise.

Poof! With this, the story will be gone from the news!

*** For readers new to the LEGAL US Refugee Admissions Program, the IRC is one of the nine federal resettlement contractors that the US State Department hires to place refugees throughout America.

Only ten days ago, I reported that the IRC was charged with fraud by the US Justice Department and must repay nearly $7 million to you, the taxpayers, to settle the case.

That $7 million is a drop in the bucket to the IRC.  They are extremely wealthy and pay their CEO close to a million bucks a year.

I wonder if the refugees could sue the IRC for placing them in that dangerous neighborhood?

Here are the nine federal contractors that are changing America by changing the people:

Refugee Agency Settles Fraud Case with US Department of Justice

The International Rescue Committee “[engaged] in collusive behavior and misconduct….”

(US Department of Justice)

The International Rescue Committee (IRC for short), one of nine refugee resettlement contractors*** that do business with the US State Department, has agreed to repay US taxpayers nearly $7 million to settle a fraud case.

In 2013, the CEO of the IRC, Brit David Miliband, gave George Soros its FREEDOM Award. Soros had a long involvement with the IRC and at one point sat on its board of directors.  https://refugeeresettlementwatch.org/2013/11/09/federal-refugee-contractor-gives-freedom-award-to-george-soros/

The fraud, which occurred during the Obama administration, was discovered in its USAID program to supposedly help Syrian refugees in Turkey.

Seven million is peanuts for the IRC!

If you follow my other blog Refugee Resettlement Watch you know that this contractor, a fake non-profit refugee agency, is financially the richest of the nine contractors having received $440 million in one recent year from American taxpayers.  See 2018 IRS Form 990.

Note on that IRS Form 990 that (moneybags) Miliband pulls down an annual salary and benefits package of nearly $1 million.

And, the IRC is a politically active refugee agency (as are all of the nine) having worked against the Trump administration and advocated for the election of Joe Biden.

Here is the Department of Justice press release outlining the fraud case and the settlement agreement.

The International Rescue Committee (“IRC”) Agrees to Pay $6.9 Million To Settle Allegations That It Performed Procurement Fraud by Engaging in Collusive Behavior and Misconduct on Programs Funded by the United States Agency for International Development

WASHINGTON – The Justice Department announced today that the International Rescue Committee (“IRC”) has agreed to pay $6.9 million to settle allegations under the False Claims Act related to United States Agency for International Development (“USAID”)-funded programming for beneficiaries affected by the conflict in Syria.

The settlement announced on March 16, 2021, is part of a civil resolution involving the U.S. Attorney’s Office for the District of Columbia, USAID, and the USAID Office of Inspector General (OIG).

IRC is a global humanitarian aid, relief and development nongovernmental organization that provides emergency aid and long-term assistance to refugees. It is headquartered in New York, New York. In the early years of the conflict in Syria, IRC received USAID funding for humanitarian assistance programming, specifically to provide emergency cross-border humanitarian assistance to internally displaced persons located within Syria.

USAID’s OIG conducted investigations in Turkey into allegations that IRC staff participated in a collusion and kickback scheme with a Turkish supply ring, which included bid-rigging activities in the selection of goods and services contracts for cross-border humanitarian relief into Syria. USAID OIG and the USAO-DC Civil Division also investigated allegations that IRC staff received kickbacks, steered bid procurement tenders, and allowed conflicts of interest between staff and suspect vendors. The investigation revealed that conduct by IRC staff resulted in the procurement of goods at unreasonably high prices, which were subsequently invoiced to USAID from October 2012 to December 2015.

USAO-DC Civil Division and USAID OIG thoroughly examined all source documents including contracts, proposals, contract terms, and invoices, in the lead-up to IRC’s agreement to pay the United States $6,934,500 to settle the False Claims Act allegations.

We are happy to bring this case to resolution and will continue to work with Offices of Inspectors General to ensure that humanitarian aid dollars that are targeted for humanitarian assistance for displaced persons are not compromised by lax oversight controls but are used appropriately to help those in dire need,” said Acting United States Attorney Channing D. Phillips.

Acting USAID Inspector General Thomas J. Ullom stated, “This settlement sends a strong message that USAID-funded implementers must have systems in place to detect, deter, and prevent fraud in humanitarian assistance programming. Aid organizations that lack proper monitoring and oversight controls over their procurement processes put taxpayer dollars at risk and compromise the delivery of critical assistance to those in need. USAID OIG’s global investigative operations will continue to shine a light on and drive consequences for fraud affecting USAID programming.”

Fraud is not rare in the refugee resettlement industry as we noted here last month.

Fraud Uncovered in Special Refugee Admissions Program for Iraqis

***For New Readers these are the nine federal refugee contractors who worked to put Biden and Harris in the White House; are lobbying for millions of illegal aliens to be transformed into legal voting citizens; and they have succeeded in getting the new administration to promise to raise the ceiling for refugee admissions to 125,000 for next year FY2022—that is the highest cap in 29 years.

The 62,500 cap you may have been hearing about is for the remainder of FY21.  FY21 ends in less than 7 months. So far Biden is dragging his feet  on signing necessary documents to open the spigot.

The contractors are in my opinion fake charities because they are largely paid by you, the taxpayer, for their work of changing America by changing the people, and in so doing, are putting struggling Americans last!

Biden’s New Plans to Boost Refugee Numbers, Wants 62,500 by September 30th

Prospective new Americans waiting at Dadaab the largest Somali camp in Africa, waiting for Chairman Joe to send the planes for them!  In case you didn’t know, this is where the UN selected Minnesota Rep. Ilhan Omar for us.

The extremely unpopular 125,000 number, he now says, is for FY 2022 that begins on October 1, 2021.

However, he wants 62,500 immediately!

He must consult with Congress, but that is pro forma because they can’t stop him (nor would they!) under the Refugee Act of 1980.

See my post at RRW the other day (below).

For the time being I will mention important refugee news here as so few people are reading RRW (I lost thousands of readers when I was deplatformed there), and I think most people must believe that Trump took care of the issue.  He slowed the flow for a few years, but left the program completely intact.

All it needs now is a fresh infusion of your money, your tax dollars!

Your fight is going to be a local one!

The only thing you can do is to look out for your own communities and fight the plans to place more impoverished people in your towns and cities. How do you do that?  I have ideas from past experience.  If you are really interested ask me by commenting to this post and I’ll see how much interest there is in a tutorial of sorts.

(See maps here for present resettlement sites in the US.)

Most of your governors are too weak, too chicken and in the pockets of big business, so they won’t stand up to the Dems who run Washington.

You need to know this information.  It is going to happen more quickly than I had envisioned.  In less than 8 months—62,500!  And during the Chinese virus crisis to boot!

I am guessing this move is to get the federal money flowing to the contractors*** in anticipation of the largest number of clients (they do refer to them as clients!) they could see in over 4 years.

From the AP at the Baltimore Sun:

Biden wants to raise refugee admissions to 62,500, quadrupling Trump’s record-low limit

WASHINGTON — President Joe Biden wants to raise refugee admissions to 62,500 for the current budget year, overriding former President Donald Trump’s record-low limit of 15,000, a U.S. official and others said Thursday.

The official and others with knowledge of the plans spoke on condition of anonymity because they were not authorized to discuss the matter publicly.

Trump set the ceiling on refugee admissions in October when the 2021 budget year started, and it runs until September 30. Biden’s proposal of 62,500 would replace that, and the president has already announced plans to raise admissions to twice that amount in 2022.

Biden plans to top anything St. Obama ever did in terms of refugee resettlement! 125,000 would do it!  Would be the highest number in nearly 3 decades.

Biden is said to have wanted to raise refugee admissions immediately but not set the target as high as 125,000 people because that would be unrealistic to reach this year with the coronavirus pandemic and the work needed to rebuild the refugee program that had been largely dismantled by the Trump administration.

Biden by law must submit his proposal to Congress and consult with lawmakers before making a presidential determination. The U.S. State Department confirmed that it sent the president’s report to Congress, starting that process.

Putting Refugees before the well-being of suffering Americans!

***For those of you new to Refugee Resettlement, these are the nine federal refugee contractors who worked to put Biden and Harris in the White House and are lobbying for millions of illegal aliens to be transformed into legal voting citizens, as well as raising the refugee admissions ceiling from 15,000 this year to 125,000.

They are largely paid by you, the taxpayer, for their work of changing America by changing the people, and in so doing, are putting Americans last!

Expanding Refugee Resettlement is Least Favorite of Biden Executive Orders (so far)

And, five of the seven least favorite involve immigration, proving once again that Trump was always on the right track when he attempted to slow immigration, but for some unexplained reason he steered clear of the issue in the 2020 race.

From Morning Consult:

Biden’s Move to Expand Refugee Admissions Is His Most Unpopular Executive Action So Far

48% of voters oppose the president’s plan to allow 125,000 refugees into the country in the upcoming fiscal year, while 39% support it.

Five of the seven least popular actions pertain to immigration and immigrant rights.

You can bet the pro-open borders biased media is going to bury this news!

To see the chart more clearly go to Morning Consult.

See my post yesterday at RRW where I explain that refugee numbers will be exploding in the coming year and it will depend on you and local organizing if you have any hope of saving your community from massive social, cultural and economic upheaval.

Pinned Post: Personal Story From a Reader Reminds Me! It is now up to YOU!

Let me be clear!  Most Republicans in the House and Senate will not help you! Republican governors have already proven that they too have no spine.

They want more refugees for their business buddies at the Chamber of Commerce.  Refugees work for lower wages and they buy stuff—like used cars!

So they don’t care what you think!
